PAPUA - Amidst the breathtaking yet challenging landscape of Papua, the Indonesian National Army (TNI) stands as the vanguard, playing a crucial role in accelerating welfare development. Carrying out the mandate of Presidential Instruction (Inpres) Number 9 of 2020, the TNI serves not only as a guardian of security but also as a facilitator of development and a bridge of communication between the government and the people. TNI’s Strategic Role in Papua’s Progress
Inpres 9/2020 provides the legal foundation for the TNI to carry out three key missions in Papua:
- Ensuring security and stability in the region
- Supporting local governments in providing essential public services
- Building inclusive and constructive social communication with local communities
Through the deployment of specialized task forces (Satgas) across various regions, the TNI actively fosters stability and creates a conducive environment for development to thrive.
Facing Security Challenges Head-On
Despite relentless efforts to maintain peace, security threats remain a major challenge—particularly with the ongoing presence of the Armed Separatist Group (KSB), formerly known as the Free Papua Movement (OPM).
One of the most tragic incidents occurred on August 5, 2024, when New Zealand citizen Glen Malcolm Conning, a helicopter pilot for PT Intan Angkasa Air Service, was brutally murdered by the separatist group. Their violent and criminal acts not only disrupted regional stability but also endangered foreign nationals contributing to Papua’s development.
However, in a swift and decisive humanitarian effort, on August 6, 2024, the TNI successfully evacuated the bodies of Pilot Glen, health workers, teachers, and even toddlers—without any prior request from the victim’s family or the New Zealand Government. This action was taken purely as a form of humanitarian responsibility.
Furthermore, the TNI's success in rescuing Susi Air pilot Captain Phillip Mark Mehrtens on September 21, 2024, stands as a remarkable achievement. This operation further solidified TNI’s capability and commitment to safeguarding both Indonesian and foreign nationals.
Strengthening Community Bonds for a Safer and Prosperous Papua
Habema Commander, Major General TNI Lucky Avianto, emphasized the critical role of security in achieving Papua’s long-term welfare:
"Security is the fundamental pillar for ensuring the prosperity of the Papuan people. The TNI and Polri fully understand this and continue to work diligently to maintain stability throughout the Papua region. Our mission is not only to counter separatist threats but also to actively engage with local communities through social and humanitarian initiatives. By fostering strong relationships with the people, we aim to create a powerful synergy that supports both security and development acceleration in Papua."
With dedication, professionalism, and a humanitarian approach, the TNI is more than just a military force—it is a guardian of sovereignty, a partner in development, and a symbol of hope for a safer and more prosperous Papua.
